Published today, the 2025 Greater Manchester Civic University Agreement Annual Report highlights how the region’s five universities, in collaboration with the Greater Manchester Combined Authority (GMCA), are helping to tackle some of the biggest challenges facing our region.

Greater Manchester Civic University Agreement marks its 1st Year

Today, we are announcing that Greater Manchester’s higher education institutions and the Greater Manchester Mayor Andy Burnham have signed a flagship agreement that will see us deepen and widen our collaboration to support the city region in meeting its ambitions to be the best place to grow up, get on and grow old.

We worked with the independent consultancy and British Polling Council member Public First to poll our residents in a representative sample across all ten authorities in Greater Manchester to find out how we are viewed. We have published the full findings to share what we have learned, and to show how we will reflect on these when drawing up our CUA.
