The Greater Manchester Citizens’ Panel

Welcome to the Greater Manchester Civic University Citizens’ Panel, a diverse forum of Greater Manchester residents whose voices help shape how our universities engage with and support the region.

  • The Panel brings together residents from across Greater Manchester to share their lived experiences, priorities and perspectives with the city-region’s universities. Representing communities from all ten boroughs, members share their lived experience and insight into the issues that matter most to people across the region.

    Through honest discussion, reflection and challenge, the Panel helps us stay accountable, stay grounded, and stay focused on what really matters to local people.

  • Membership: The Panel brings together 50 residents from all ten boroughs of Greater Manchester, representing a wide mix of backgrounds, ages, experiences and perspectives.

    Meetings: The Panel meets twice a year, with one in-person and one virtual session. Sessions are designed as open, reflective conversations where residents explore regional issues and share insight on what matters to local communities.

  • What the Panel Discusses: Topics reflect the priorities of the Greater Manchester Civic University Agreement — including opportunity, health and wellbeing, culture and the environment. Residents discuss the challenges, strengths and needs of their communities, helping us stay grounded in the realities of life across the region.

    How Their Insight Is Used: The Panel’s reflections and recommendations are shared directly with the Greater Manchester Civic University Board, the five partner universities and the Greater Manchester Combined Authority. Their insight shapes ongoing work, highlights emerging issues and helps ensure university activity aligns with local priorities.

What We’ve Achieved So Far

Through six Civic University Board sessions, five University of Manchester research sessions, three in-person meetings, and over 27 hours of discussion, the panel has already made a significant impact:

  • Pilot Maths Programme for School Pupils: A new initiative to support students in improving their maths skills, addressing a key educational priority in the region.

  • Programmes for Small Businesses: Developed access for small businesses to courses offered across all five universities, supporting local enterprises and economic growth.

  • Pathways for Green Skills: Mapping and developing educational routes to equip the workforce with the skills needed for a green economy.

  • Collaboration with Further Education Colleges: Strengthening partnerships between universities and colleges to enhance access to resources and opportunities for students.

  • Community Outreach: Advertising initiatives on buses and bus stops to increase visibility and engagement with communities across Greater Manchester.
